Monday, 1.10.2007: Prime Minister Calls to Cooperate to Help Solve Problems in Education

“Phnom Penh: Many problems were highlighted in Prime Minister Samdech Hun Sen’s message at the beginning of the new school year 2007-2008 on 1 October 2007, in which he called to cooperate, in order to solve the problems faced in education for the present time as well as for the future.

“These problems include the fact that many children and young people, the majority of them female, poor, and living in remote areas, cannot attend school, because of a lack of school buildings and a lack of teachers.

“Samdech Hun Sen said on the occasion of the beginning school year that these problems lead a number of children and young people to fall into bad situations in society, such as being deceived to use drugs, or engage in prostitution, robbery, and violence that cause concern and difficulties to their families and the entire society.

“Samdech Prime Minister remarked that both formal and informal educational systems must go hand-in-hand with each other, in order to be able to collect children who reach the age of schooling and also those whose age is already beyond the normal age of schooling, so that all of them have an equal chance to attend school. It is therefore necessary to conduct educational reforms which require that the Ministry of Education conducts reforms of the curriculum, of textbooks and teaching methodology, targeted especially on moral education, on general knowledge education, on technical training, and on simple vocational training, so that students can apply the acquired skills in their everyday life in their families and in society.

“Samdech Hun Sen said that human resources training is another issue. Cambodia has to compete in the field of quality, since Cambodia is an integral member of ASEAN, and has also entered the World Trade Organization as a member. Samdech continued that for this reason, public and private educational institutions are obliged to guarantee that the value of their certificates, issued to their students at graduation, are really of quality and can be used in the local labor market and in regional markets. This is not different from factories that produces goods – goods can be successful in the market only if they are of good quality.

“Samdech Prime Minister stated that he would like to call on educational officials at all levels, professors, teachers, local authorities, monks, all citizens throughout the country, and national and international non-government organizations, and the countries which are Cambodia’s development partners, to continue to participate in helping to build and develop education in Cambodia, especially to help solve the difficulties in those provinces and towns which still lack schools and teachers, in order to guarantee that the process of the new school year 2007-2008 will be successful, as planned.

“Samdech Hun Sen said that we must acknowledge that if we want to improve the quality of education, we must improve the preconditions for teaching and learning. In order to increase the quantity of education, we need more schools and teachers, whose livelihood is appropriately secured, and whole numbers increase appropriately every year with the increasing number of children who reach the age of schooling. This is an endless job, continuing from one generation to the next, so that the children can attend school and gain knowledge, so that they become good children, good students, good friends, good citizens, and become the new shoots out of which grows the new bamboos, which become the center columns of the future nation.” Kampuchea Thmey, Vol.6, #1458, 30.9-1.10.2007
