“In a message of three pages on Monday [1 October 2007], the former King acknowledged what he had always tried not to, by saying that he had been Khmer Rouge Head of State.
“However, he said that he wrote to the Khmer Rouge organization asking to remove his title as Head of State. According to him, the head of state existed as a title only, but had no power.
“In the meantime, Samdech Euv [Father King] also let the public know briefly some of the history from 1970, the start of the Lon Nol regime, to 1975, when the Khmer Rouge started to ruled the country, that, in fact, he did not join the Khmer Rouge, but the Khmer Rouge supported him 100% and asked to participate in the Cambodian National Reconciliation Front and the Cambodian National Army which he had created.
“Samdech Euv Preah Bat Norodom Sihanouk also stated in the message that though he was in the country, he did not know about the evacuation of the citizens from the cities, and he knew about torturing and killing of citizens only by listening to news from foreign radio broadcasts.
“The message of Samdech Euv yesterday was considered by some political analysts to be part of how the former King tried to reveal his role and his understanding of the Khmer Rouge regime, as he had not been able to explain them in late August, when officials of the United Nations did not accept his program, which had been prepared at the Royal Palace.
“It is remembered that during August, the former Khmer King strongly reacted against ideas to invite him to be a witness at the Khmer Rouge tribunal. Together with the refusal, he also stated to the public through his various messages, that he is also a victim of the Khmer Rouge regime.
“The regime of Democratic Kampuchea, in power from 1975 to 1979, is responsible for the death of at least two million persons who died under cruelly criminal torture.
“Up to now, the Khmer Rouge tribunal has brought to detention only two of five former Khmer Rouge leaders who are in the range of probably being charged – i.e. Kaing Khek Iev, also known as Duch, and Nuon Chea, the [former] President of the [Khmer Rouge] People’s Representative Assembly, under pre-trial arrangements.” Khmer Machas Srok, Vol.1, #36, 2.10.2007
