“According to a press release of the Asian Development Bank in late June, the loan will help with the development and promotion of economic activities in almost in all sectors in the northwestern provinces, especially in Siem Reap.
“The press release continued, ‘The loan will help promote economic development in all sectors – i.e. not only tourism, but also agriculture, minerals, and general production.’
“Mr. Tomas A. Norton de Matos, an Asian Development Bank [Senior Structured Finance] specialist, said that the loan will provide the areas with electricity, and this as a reliable supply.
“The press release stated that the loan was decided by the Asian Development Bank committee, to provide the loan to the Power Transmission Lines Co., Ltd., a private company in Cambodia – so it gets the loan to bring energy to supply the market.
“Mr. Ly Saykhieng, the president of the above-mentioned company, is quoted in the press release as saying that after receiving the loan, the company is working closely with the Cambodian and Thai authorities in order to promote the work successfully.
“The press release stated that with $8 million, power supply lines of 221 kilometers will be constructed along National Road 5 and National Road 6 from the Thai border to Siem Reap and Battambang.” Rasmei Kampuchea, Vol.15, #4327, 4.7.2007
