Young Girls Shown on Porn VCDs
UNICEF Reacts against Open Sale
“Phnom Penh: The United Nations Children’s Fund (UNICEF) reacted urgently against the sale of pornographic VCDs of sex with children, considering that such sale is depicting inhuman sex exploitation, and it further motivates sexual exploitation of children. UNICEF calls to report the sale of such pornographic VCDs, which at present are carried and sold openly in the markets and it seems there is no fear to do so. Such CDs can also be bought at Riel 2,000 [US$0.50] in the evening in pubs.
“The report about one pornographic VCD showing forced violent sex between a seven-year-old girl with a long-nosed [=European foreigner] old man is the most terrible example. However, the sellers boast that it shows hot scenes of ‘an old bull meeting green grass.’ Such kind of pornographic VCDs [with titling in Khmer] have been sold for a long time.
“Sex videos between girls aged seven to nine years old with a 70-year-old man include scenes of bondage and sex torture of the girls. According to the local bulletin The Cambodia Daily, police reported that one of the videos was shot in a brothel in Svay Park on the outskirts of Phnom Penh by foreign pedophiles. A UNICEF reporter in Cambodia stated by e-mail, ‘UNICEF gets very angry that girls in Cambodia are used in pornography. Any form of child pornography is not acceptable.’ Cambodia ratified the UN convention on the Convention on the Rights of the Child in 1992, which deals with the sale of children, child prostitution, and child pornography. This convention makes it an obligation to protect children from all forms of sexual exploitation and sexual abuse.
“The reporter said that there is no specific law in Cambodia penalizing child porn distribution, sale, and display. UNICEF calls on the public to be vigilant and to report incidents of child pornography and other forms of child abuse and child exploitation.
“The words of a Phnom Penh municipal anti-human trafficking police officer, who has led arrests of foreign pedophiles in recent months, was quoted by The Cambodia Daily, that the authorities previously cracked down on child pornography, but the VCD sellers in the city try when it is calm again to sell the VCDs. As the sale is conducted everywhere, an official of the [Municipal] Department of Culture said that he does not know about child pornography, but he promised to order the Daun Penh district Office of Culture to investigate. Also the words of Ms. Kek Galabru, the founder of the local NGO Cambodian League for the Promotion and Defense of Human Rights was also quoted, ‘The government should take serious action on this issue. The sale of such pornographic videos should not be allowed.’
“At a Phnom Penh VCD shop, where VCDs of child pornography were openly sold on Monday, a staff member said that they will not sell such VCDs any longer.” Koh Santepheap, Vol.40, #5939, 12.1.2007
