Yeay Phan’s Nhem Kosal is Jailed for Cheating Hun Mana, Hun Sen’s Daughter, out of US$50 Million
“Oknha [a title given to persons who have made a very high charitable donation] Nhem Kosal, chairperson of the chamber of commerce in Kandal, was arrested in the evening of Thursday on the implication of land conflicts. According to some sources, Mr. Nhem Kosal, a son-in-law of Yeay [=Grandmother] Phan who is the president of the Phanimex company, doctored documents to cheat US$50 million from Hun Mana, the eldest daughter of Hun Sen, the head of the government.
“The arrest of the Oknha, who normally has strong backing, showed to the public that conflicts of interests break out among the leadership of the Cambodian People’s Party [CPP]. The controversy and the imprisonment was a conflict of the type sometimes called ‘dog bites dog’ among the traders who all have intimate relationships with the CCP.
“Mr. Nhem Kosal was arrested by the police, after a number of complaints from local investors, including from Ms. Hun Mana, had been made, relating to complicated land conflicts, and Nhem Kosal owed them money.
“Mr. Kae Sokon, investigative judge at the Phnom Penh municipal court, said that he had just conducted an interrogation following the arrest a few hours ago.
“A reliable source claimed that following the arrest, the prosecutor Ok Savuth charged and detained Nhem Kosal in a prison in Phnom Penh. In the afternoon, it was not known whether Mr. Nhem Kosal was released or not, because this case directly relates to Ms. Hun Mana, Mr. Hun Sen’s daughter.
“Yeay Phan is Mr. Nhem Kosal’s mother-in-law and a trader who encroached on land and burned people’s properties, and these crimes committed by her against many poor people befell her.
“With regard to Yeay Phan, the president of Phanimex, many Oknhas said that she was very tricky, sometimes she relied on Mr. Hun Sen’s backing to buy people’s land, but did not pay them enough. The source said that sometimes the persons who had sold land to Yeay Phan requested payment from her at home, but they couldn’t get paid because Yeay Phan played dirty tricks, such as walking out of the room while holding a phone and saying ‘Wait a moment, Samdech, and I will meet Samdech immediately at Tuol Krasaing…’ [pretending she is talking to the Prime Minister and going to meet him at his headquarters].
“Oknhas or land traders who sat waiting for their repayments for land from this trader were astonished about the situation, and some secretly signaled to advisers of Hun Sen to get rid of Yeay Phan, so that she should not take the name of the head of government to hide her evil deeds, – but it was useless.
“According to Phnom Penh municipal court officials, Mr. Nhem Kosal’s family silenced reporters not to release this story in the evening of Thursday and Friday.
“It was suspected that the arrest of an Oknha who was intimate with Mr. Prime Minister Hun Sen was a theater. Before the time of the Commune Council elections comes [1 April 2007], the offender would be at large as soon as possible.
“The popularity of the CCP declined immensely because of the land traders who encroached on the land of people, such as Yeay Phou, Yeay Phan, and Ms. You Ay and so on. However, those persons always denied this and accused the citizens that they were those who took land from them instead.
“Various sources said that Ms. Hun Mana, Mr. Hun Sen’s daughter, was behind the backing of Phanimex. Therefore, when citizens had problems with Yeay Phan, they would receive as the only solution violence and the arrest of citizens to be jailed. However, this time, maybe Yeay Phan’s son-in-law was too daring to cheat Ms. Hun Mana. That was the reason why he was imprisoned.
“The citizens who had been victimized by Phanimex encroaching on their land were happy to learn that the court had condemned this offender legally, and did not act just as a theater of fraud and to gain votes. The citizens who were victims wished to see also Yeay Phan punished according to the law, because many citizens, especially Phnom Penh and Kandal provincial residents, were victimized by Yeay Phan.
“Yeay Phan, who relied on the strong backing of Hun Sen as head of government, took over people’s land as she wished and had been receiving retributions gradually, starting from her son-in-law who was imprisoned.
