“Samdech Hun Sen and Lady Bun Rany Hun Sen participated in two ceremonies on 28 February at the National Institute of Education: the inauguration of the Cultural Center Building by Samdech Hun Sen and Lady Bun Rany, and the conferring of certificates to the 620 graduated students [who will become teachers].
“Samdech Hun Sen and Lady Bun Rany’s Cultural Center Building present is a large building which can host approximately 1,000 people, and it is equipped with modern facilities.
“Oknha Mong Riththy, a senator and president of the Mong Riththy Group, which undertook the construction of this good building, said that it was completed within six months at a total cost of US$275,432 under the assistance from Samdech Prime Minister.
“Mr. Im Sethy, a Secretary of State of the Ministry of Education, Youth and Sports, said that Samdech and Lady Bun Rany’s precious present is of international standard, and this multi-purpose building is for the benefit of human resources training for all educational institutes regardless whether they are public or private. It is not solely for the National Institutes of Education.
“Mr. Im Sethy said that through activities of this Cultural Center Building, ‘we hope that it can contribute to enhancing the quality of education and of human resources training in this new era, in which we are reforming the system of education while we demand that educational theories are linked to actual practices.’
“Samdech Prime Minister was proud of the Cultural Center Building, as it will provide much benefit to people in the future, especially to the sector of education. Samdech said, ‘This building is our new achievement that meets international standards.’
“Having praised the graduating students who will become teachers and professors, Samdech Hun Sen said, ‘We have more intelligence resources to provide to new students.’ He also said, ‘I congratulate you, the graduating students for becoming teachers at lower secondary high schools, which are currently being expanded at local levels.
