Samdech Hun Sen Appeals for a Peaceful Election

“Phnom Penh: Samdech Prime Minister Hun Sen, head of the Royal Government of Cambodia, revealed a new political message on the occasion of New Year, appealing to all political parties to prove their integrity and to not incite problems or allege that the Royal Government and the Cambodian Peoples Party [CPP] are making trouble and political threats in order to gain votes. Samdech Prime Minister said that the Cambodian Peoples Party does not do anything evil to get votes. This speech was during the inauguration of Memut Bun Rany Hun Sen High School, in Memut district, Kompong Cham, on 4 January.
“Samdech Prime Minister Hun Sen said that he implored all political parties to have understanding and demonstrate their integrity in the election process; that is to say, they have to use votes to get power, not violence and threats. Moreover, if anyone plunges the nation into disunity and conflict (insecurity), he or she will surely be not pardoned. Samdech Prime Minster added that even though several political parties are participating in the election, violence must not be used, and problems should not be created to cause headaches for the Royal Government. Therefore, most important: political parties must not create problems or carry out political threats that affect the election process.
“Samdech Prime Minister Hun Sen also suggested to all CPP members and supporters that they must do good deeds to gain votes. He explained that threats or misbehavior to people or to other political parties will make CPP lose in the election; with secret balloting this will jeopardize votes for the CPP. Furthermore, Samdech Prime Minister Hun Sen also suggested that all the political parties strictly adhere to moral principles and maintain dignity so as to enable the people to achieve a free, fair, transparent, and
widely-recognized election. Samdech Hun Sen referred to the techniques of advertising agents, who promote their own products without affecting others’ products.
“’As the head of the Royal Government, we must take great responsibility for security and safety in the election process. We must maintain security, avoiding that violence erupts from within the state’s public administration,’ Samdech Hun Sen said ‘this is a political message that I wish to address to the people,’ concerning the coming election process.
“Samdech Prime Minister Hun Sen suggested to all the political parties that, when there are minor problems, nobody should keep shouting that they are political. Samdech also requested all local authorities to make great efforts to look for criminals implicated in murder cases or in threats that affect the election process. Samdech Hun Sen added that CPP will not do evil things to gain votes. On the contrary, CPP only does good deeds to gain votes. Therefore, no political parties should exaggerate the situation for political interests.
“According to Samdech Prime Minister Hun Sen, there are 12 political parties that will participate in the elections for the second mandate Commune Councils, which will take place on 1 May 2007. It is known that CPP is standing for the election in 1620 out of 1621 communes. The Sam Rainsy Party ranks second in having candidates standing for this election. The Norodom Ranariddh Party ranks third, and Funcinpec, which has candidates standing in only 10 communes fewer than the Norodom Ranariddh Party, ranks fourth.” Kampuchea Thmey, Vol.6, #1236, 6.1.2007
