Tuesday, 4.9.2007: Samdech Euv Wants Trial of Foreign Countries in Khmer Rouge Tribunal

The Mirror, Vol. 11, No. 524

“Phnom Penh: Preah Mohavirak Khsatr [the Great Heroic King] Norodom Sihanouk expressed his hope that the United States of America and its allied countries would also be tried by the Khmer Rouge tribunal.

“In a letter dated 3 September, Preah Mohavirak Khsatr explained the involvement of America and its allies in opening the way for the Khmer Rouge to enter and to hold power. He said, ‘In fact, the US and the countries that supported Lon Nol [who, as a military commander, ousted Prince Sihanouk in a coup in 1970, with US agreement] have to be taken to be tried in the Extraordinary Chambers in the Courts of Cambodia, not me.’

“He explained that the US and a number of countries that joined with America allowed the Khmer Rouge group to developed itself, to become powerful, and to achieve victory on 17 April 1975. If America and those countries had allowed him to hold power in 1970 with the support by the Khmer people, the Khmer Rouge would not have not been able to take power.

“At the same time, Samdech Euv said also that a number of foreigners came in 2007 to try a small number of Khmer Rouge [leaders] who are still alive, and they cause unjustly also trouble for him in relation to the Khmer Rouge tribunal.

“Samdech Euv protects himself through his article, after there has been a minor current of opinion wanting the Khmer Rouge tribunal to invite him to the Khmer Rouge tribunal. After that, Mr. Peter Foster, a spokesperson of the Khmer Rouge tribunal, said that there is a possibility that may lead to bringing Samdech Euv to the court as a witness. However, Samdech Euv said that he will not go to the tribunal, but he wants to set an appointment to meet with some United Nations staff of the Khmer Rouge tribunal at the Royal Palace on 8 September to discuss Khmer Rouge issues and himself. After the meeting, he said, he would not see a need to show himself at the Khmer Rouge tribunal.

“However, a source from the Khmer Rough tribunal said that Mr. Peter Foster and other staff of the United Nations will not go to the Royal Palace on 8 September at the appointment set by Samdech Euv, because Samdech Euv’s letter was not sent officially [to the UN], it was just posted on his website.” Rasmei Kampuchea, Vol.15, #4380, 4.9.2007
