“Phnom Penh: Samdech Akak Moha Senapadei Dekchor Hun Sen announced his firm position toward the Secretary-General of the United Nations [UN], saying that if the UN Secretary-General’s Representive for Human Rights in Cambodia is not changed, the Cambodian Government will not work with him.
“Samdech Dekchor Hun Sen said this at the inauguration of a dormitory for female students on the morning of 12 December 2007.
“Samdech Dekchor said that the UN human rights group speaks badly, ‘They are a long-term tourist group.’ Samdech Dekchor continued, ‘They are not prohibited from coming to Cambodia, but Hun Sen has the right not to receive them, officials of the Royal Government have the right to receive or not to receive them, but Hun Sen will not receive them forever.’
“Samdech Hun Sen went on to say, ‘If the UN Secretary-General Ban Ki-Moon still uses such a person, let him do so.’
“And he stated, towards the UN Secretary-General, ‘If he still uses that person, the Cambodian Prime Minister will not work with him.’
“Samdech Dekchor expressed the hope that the UN Secretary-General Ban Ki-Moon will consider this issue.
“Samdech Dekchor reminded his audience also that he had told Mr. Kofi Annan, ‘Cambodia does not expect good reports on human rights in Cambodia; if there were good reports on human rights in Cambodia, those who work for the Office of the UN High Commissioner for Human Rights in Cambodia will have no work to do, they will have no salaries.’
“Samdech considers that the human rights group looks only at individual trees, they do not look at the whole forest; it means that 90 percent of good points are not seen, but only 1 percent of bad point is seen – then they write something bad about Cambodia.’ Rasmei Kampuchea, Vol.15, #4461, 13.12.2007
