Mu Sochua Catches Young Unmarried Woman to Make Her Respect the New Land Traffic Law

“An accident happened along Norodom Boulevard when a light blue [Toyota] Corolla car with the license plate No. 3324, Phnom Penh 2, driven by a young unmarried woman, hit the Sam Rainsy Party Deputy Secretary-General Ms. Mu Sochua’s car, running toward the Independence Monument, near the Ministry of Education.

“The incident happened at about 8 o’clock on the morning of 14 September 2007 on Norodom Boulevard, near the Ministry of Education, when the Corolla hit Ms. Mu Sochua’s car from behind, but the driver did not get out of the car to check anything. Instead, the Corolla sped up toward the Independence Monument roundabout. However, the traffic light near the Ministry of Education close to the place of the accident was red. The young woman sped up very fast in an attempt to escape toward the Independence Monument, and almost hit a motorcycle which crossed the road at the traffic light. Seeing the situation, Ms. Mu Sochua told her driver to also speed up, in order to stop the woman. Arriving at a place near the house of [Minister of Interior] Mr. Sar Kheng, another car crossed the road, so the Corolla driver had also to stop and then Ms. Mu Sochua’s car arrived. Ms. Mu Sochua seized the car key from the woman and handed it over to the traffic police.

“The police handed the key back to the young woman, ordering her to park the car under the shade of the trees for clarify the situation. However, the young woman did not obey, but she started the engine and started to drive to escape again. The police used walkie-talkies to order other police to stop the aforementioned Corolla, which happened at the ‘Pet Chen’ [‘Chinese Hospital’] gasoline station.

“Ms. Mu Sochua told a Sralanh Khmer journalist yesterday at the place, where the car was stopped, that the girl called her uncle by mobile phone to come to help her negotiate; however, Ms. Mu Sochua was not satisfied, because they used bad words against her. Therefore she asked the police to intervene, but the girl tried again to drive the car to escape. Ms. Mu Sochua said that she does not want any compensation, but just that the traffic law, which had been adopted and which started to be enforced recently, should be enforced. It is not allowed to drive a car and hit another one, and then drive away to escape. She added that the car was already hit, it would not have been a big matter if there had been an apology, but instead the girl behaved badly and tried to escape twice even from the traffic police, which is a bad violation of the law.

“The police officials at the ‘Pet Chen’ traffic light stopped both cars and sent them to a police office for legal action.

“Everybody should understand clearly that the new land traffic law was adopted by the National Assembly in order to punish any wicked people who do not respect the law. The new traffic law was also created in order to reduce the number of traffic accidents in Cambodia. However, there is not yet any information how effective the enforcement of the law is.” Sralanh Khmer, Vol.3, #505, 15.9.2007
