“Siem Reap: Ministers of Information and Telecommunication Technology of the ten ASEAN countries plus partners – China, Japan, and the Republic of Korea – held a press conference together after the meeting was finished on the afternoon of 24 August 2007, focusing mainly on cooperation with the partnership countries for the development of Information and Communication Technology [ICT] in the ASEAN countries.
“Mr. So Khun, the Minister of Posts and Telecommunications of Cambodia, said in the press conference that the ministers from China, Japan, and the Republic of Korea acknowledged the importance of the promotion of rural telecommunications and supported the statement made in Siem Reap on the use of global services in ASEAN. The ASEAN ministers of Information and Telecommunication Technology urged to increase cooperation and consultation with the partnership countries, in order to facilitate the participation of all relevant parties, including industry, telecommunication operators, and other parties, as well as the joint effort with the partnership countries, based on strategic relations and the ICT partnership.
“Mr. So Khun continued that the ASEAN ministers stressed the urgency of assistance from the partnership countries and welcomed all initiatives to support and speed up this effort and the other main activities, to achieve the goals for the ASEAN economic community by 2015.
“Concerning cooperation with China, the ASEAN ministers expressed satisfaction with the results in 2006-2007 which should be noticed, especially the five projects which have been finished, and other five projects which are being prepared to be carried out according to the action plan announced in Beijing on ICT cooperation between ASEAN and China for joint developments during 2007 to 2011. ASEAN is also satisfied with the firm progress of the ASEAN-China Greater Mekong Sub-Region Project (Super Highway), for which a study will be finished in mid 2008. The ASEAN ministers approved the action plan 2007-2008, including the strengthening of cooperation in rural telecommunications, network security, human resources development, telecommunication standards, and other issues, and agreed to keep the memorandum on ICT cooperation between ASEAN and China continuing for 2007 to 2012.
“As for cooperation with Japan, the ASEAN ministers expressed their gratitude for economic and technical support from Japan, such as technical analysis for global services, the ICT Applications in Teaching Programs at Universities on Internet Protocol and on optical technology networks, and on radio spectrum control. The ASEAN ministers approved the action plan 2007-2009, including the strengthening of cooperation, especially on new technologies, high-speed Internet links, telecommunication legislation, radio frequency legislation, information security, and on capacity building in policy and regulations. The ASEAN ministers acknowledged also the importance of information security and welcomed the request of Japan for hosting a conference on policy on information security in 2008, and encouraged the senior ministers of Information and Telecommunication Technology of the ASEAN countries to participate actively to seek cooperation in this field.
“Separately, related to the cooperation with the Republic of Korea, the ASEAN ministers acknowledged the urgency of the implementation of the Joint Cooperation toward ICT Development in East Asia in 2007 to 2011, in order to promote the ICT industry and to reduce the technology gap, and to promote related policies and information technology applications. The arrangement for an u-ICT forum [sic] in Seoul which will be held on 30-31 October 2007, with the purpose of sharing knowledge, experiences, and skills in rural development, was welcomed by the ASEAN ministers. The ASEAN ministers also welcomed the consistent support by the Republic of Korea for ICT consultations, human resources training, and for sending ICT experts to ASEAN countries.
