Saturday, 25.8.2007: Action against Samdech Euv Rejected; Samdech Hun Sen: Request for Removal of His Immunity Is Stupid

The Mirror, Vol. 11, No. 522

“Phnom Penh: At a plenary session of the Council of Ministers on 24 August, Samdech Prime Minister announced the absolutely firm position of the Royal Government of Cambodia to protect the privilege and immunity the former King Samdech Norodom Sihanouk of the Kingdom of Cambodia, and it considered the demanding letter of the Cambodian Action Committee for Justice and Equity, [to lift the immunity of the former King] to be a stupid request leading towards chaos, affecting the life-and-death of the nation and changing the victims into criminals.

“Samdech Prime Minister stressed, speaking frankly, saying that if there would not have been a chief trouble maker – i.e. if there would not have been the event of the coup on 18 March 1970, which was supported by a power broker, the Khmer Rouge would not have emerged into existence, which then caused the people of the whole country of Cambodia to suffer. Now, the Royal Government is stable and the Throne is also stable; it has to remains so forever. It should be remembered that the power broker which supported the coup of Field Martial Lon Nol in 1970 is the United States of America.

“There are no additional comments, besides this, about the reaction of the Prime Minister, expressed in a press conference at the Council of Ministers. On 20 August, there had been an official letter sent to Samdech Heng Samrin, the President of the National Assembly, which was published by a Cambodian Action Committee for Justice and Equity, signed by a Mr. Suon Serey Ratha, who is known to have been living in the United States of America. Mr. Suon Serey Ratha used to write poems or leaflets seriously attacking the policy of the government via e-mail to different newspapers – the content of which the government asserts is very difficult to accept, because the content reflects the opinions of a narrow and extremist minority, which is not constructive, corrective, or providing recommendations to act, but it only incites to break up the solidarity, and it would be like using poison to disrupt the social atmosphere.

“Concerning the demand to the National Assembly to call an extraordinary session to remove the immunity of the former King, and to suspend Clause 3 of Article 7 of the Constitution during the process of the Khmer Rouge tribunal, analysts said that relating to all these issues, Preah Karuna Samdech Norodom Sihanouk had always said that he will go to the court, if he is summoned by the court.

However, the conclusion over the Khmer Rouge issue is that if there would not have been the coup on 18 March 1970, there would not have been a Democratic Kampuchea Regime [the Khmer Rouge] which caused the citizens to suffer – Who did the coup? Who supported the [anti-Sihanouk] Republicans? In fact, the Royal Government of Cambodia is stable, and the Throne is also stable and should remains so forever.” Koh Santepheap, Vol.40, #6127, 25-26.8.2007
