Number of Voters for Commune and Subdistrict Elections 2007 Is More Than 7 Million
THERE ARE 14,428 POLLING STATIONS
MAIN PARTIES ARE READY
“Phnom Penh: The National Election Committee (NEC) has announced that the number of people who have the right to vote in commune and subdistrict council elections in 2007 is approximately more than 7 million and the voters will vote in more than 10,000 polling offices. The number very much increased, compared to the commune elections of the first term in 2002.
“Ms. Koy Vet, a member of the NEC, said in a press conference on 29 December that for the commune and subdistrict council elections 2007, there are 7,799,371 voters on the voter lists and there are 14,428 polling stations. NEC will publicize the lists of the polling stations at the commune election committees starting on 31 December 2006.
“She added that the voter lists and the lists of polling stations will be published again on 31 March 2007 so the voters know about their names, the numbers of offices, and the offices in which they have to vote.
“In the press conference, Mr. Tep Nitha, the secretary general of NEC, said also that from 1 to 3 January 2007, the commune election committees will start to receive the applications for the registration of candidates of the political parties for commune and subdistrict council elections. And according to the assessment, Mr. Tep Nitha expressed that there may be six to seven political parties only to compete in commune and subdistrict council elections of the second term 2007.
“Mr. Tep Nitha said that in February 2007, the NEC will arrange the provision of voter information cards for the second time in order to help the voters to know about their names on the voter lists, the locations of polling stations, and the dates of elections, especially the NEC has added one of its officials to every polling stations and the officials will help with [public] order and help the voters to find their names and polling offices.
“At this time, several political parties are ready to participate in the elections. The Cambodian People’s Party [CPP], which is the ruling party, is seen to be prepared well ahead of time – i.e. in preparation of candidates, preparation of policy, and other policies for the election campaign and the commune and subdistrict development.
“A CPP official told Rasmei Kampuchea on 30 December that the CPP is ready for the registration of CPP candidates to participate in the elections as scheduled by the NEC. However, the official did not mention the number of full-right candidates and substitute candidates.
“Funcinpec seems to be not very well prepared because of the internal problems which have continued for several months. Samdech Krom Preah, the former president of Funcinpec, has created a new party named Norodom Ranariddh Party. This relates directly to the candidates because Funcinpec is now split into two. Mr. Mut Chantha, the spokesperson of the Norodom Ranariddh Party, told Rasmei Kampuchea on 29 December that his party is ready, and it only waits for final considerations when Samdech Krom Preah Norodom Ranariddh returns [to the country]. He stated that the list of candidates is a new list.
“As for Mr. Nov Sovatharo, a secretary of state and the spokesperson of Funcinpec, told Rasmei Kampuchea on 30 December that Funcinpec is well prepared and the arrangement of candidates was finished in time and according to the schedule of the NEC. He acknowledged that there were some difficulties in the arrangement of candidates, because Funcinpec split into two, but he expressed that only about 10% of Funcinpec members go to Samdech Krom Preah.
“The spokesperson went on to say that there are some old candidates and some new candidates. He stated that Funcinpec would compete in all communes and subdistricts.
“In the commune and subdistrict council elections of the fist term in 2002, the number of voters who participated was 4,543,969 in 1,621 communes and subdistricts. At that time, the number of voters registered was 5,190,307, among 6,251,832 people who had the right to vote. The number of polling stations was 12,534.
“In addition to the announcement of the NEC, the Ministry of Interior also announced on 27 December some parts of the work to facilitate and serve the elections so that they can be conducted smoothly. The Ministry of Interior announced that during the election campaign there will be 18,747 armed protection forces; during the elections and the vote count, there will be 42,759 security guards to protect the polling and the vote count offices; the number of security guards to protect all commune election committee offices will be 3,242, and the number of intervention forces standing prepared outside will be 3,700.” Rasmei Kampuchea, Vol.14-15, #4173, 31.12.2006-1.1.2007
