“Phnom Penh: According to a report by an official representative of the Japan International Cooperation Agency (JICA), given on Thursday, 8 February 2007, JICA had launched its projects in the Kingdom of Cambodia since 1992. There were three key project areas on which JICA spent roughly $100 million per year – $40 million for the social development sector, and $60 million for technical cooperation, for buildings and other infrastructure measures. Such a budget presentation was given to the private and the state sector for the first time during these 15 years of cooperation with JICA.
“Mr. Yoneda Kazuhiro, the representative of JICA in Cambodia, stated that Cambodia has a higher priority than Laos and Burma for receiving aid from Japan to build various elements of its infrastructure, while a number of countries in the Asian region receive declining amounts of assistances, especially from JICA. He added that JICA had its three key cooperation projects with the royal government of Cambodia. $40 million of the aid focus on various skills training activities in government ministries and institutions, and $60 million is designated for infrastructure building.
“Mr. Dara, from the JICA staff, explained that JICA does its utmost to assist Cambodia in the development as Mr. Yoneda Kazuhiro has stated. He added that, in a number of government ministries and institutions, there were JICA volunteers, helping to train government staff and providing office equipment to government ministries and institutions. JICA spends approximately $100 million per year for the development of all sectors in Cambodia. The presentation on JICA’s cooperation was made during the visit of reporters to the ministries and institutions which are supported or built by JICA in Phnom Penh and in several provinces.
“JICA has a total of 48 staff members, 25 expatriate and 23 Khmer staff members who are working in Cambodia, as well as volunteer staff working in a number of ministries and institutions or in the private sector. On 8 and 9 February 2007, some 25 reporters from other organizations in Cambodia were invited to the visit and to see JICA’s achievements during the period of cooperation with the royal government of Cambodia.” Koh Santepheap, Vol.40, #5962, 9.2.2007
