“Kandal: An assistant of the prime minister of the Kingdom of Cambodia Samdech Akkak Moha Senapadei Dekchor Hun Sen, Mr. Eang Sophalet, said that former Japanese Minister of Foreign Affairs [1993] and former parliamentarian, Mr. Muto Kabun [武藤 嘉文 – Mutō Kabun], told Prime Minister Samdech Dekchor [Hun Sen] that he had heard the fame of the prime minister since Samdech was 30 years old through Mr. Watanas [?] who had told him that there was a young, clever, and good leader in Cambodia. Since then, he wanted to meet Prime Minister Samdech Hun Sen.
“Mr. Eang Sophalet said that on 8 July 2009, at the residence of Prime Minister Samdech Hun Sen in Takhmao, Mr. Muto Kabun went to greet the Prime Minister, as this former minister of foreign affairs visits the Kingdom of Cambodia with an intention to help Cambodia use renewable energy.
“He added that now, he met Prime Minister Samdech Hun Sen and is so pleased with the Kingdom of Cambodia, and he intends to help Cambodia, as he knew that Samdech Dekchor is strongly interested in using renewable energy. He had discussed it with leaders of the Ministry of Foreign Affairs of Japan, in order to use additional Official Development Assistance (ODA) of Japan to establish renewable energy in the Kingdom of Cambodia.
“Prime Minister Samdech Dekchor expressed deep gratitude towards Mr. Muto for his intention to help Cambodia in this field. In the meantime, Samdech Dekchor would like to request Mr. Muto to consider where renewable energy should be set up and to check to establish it at remote and rural areas of Cambodia, especially at health centers where energy is needed to maintain vaccines in refrigerators and to treat patients as most of those areas do not have access to electricity.
