NATIONAL ELECTION COMMITTEE ANNOUNCES CLEANING OF VOTERS’ NAME LISTS

“Phnom Penh: Officials of the National Election Committee [NEC] stated publicly on 30 November that the NEC found approximately 1.5 million problem names during the cleaning of voters’ lists for the presentation of the voters’ lists for the 2008 election, and those names are deleted or corrected on the voters’ lists. This was presented by the NEC in a press conference at the NEC office in the Ministry of Interior.

“Mr. Tep Nitha, the secretary-general of the NEC, stated that election officials countrywide had found approximately 1.5 million names on the voters’ lists which have to be deleted or corrected. Because of the efforts of the officials, the work went well, with no serious mistakes.

“The NEC said that in cleaning the lists, there were 47 complaints by the Sam Rainsy Party [SRP] related to Form 1025, which have been solved by the NEC – to 21 complaints responses were sent by letters to the plaintiffs, and the other 26 complaints found mutually agreed upon decisions at commune and subdistrict council meetings.

“The NEC continued that the 21 complaints to which NEC has responded by letters were complaints by SRP representatives against decisions of commune and subdistrict council meetings for maintaining 55,478 names in Form 1025, contradicting to NEC procedures and guidelines. The complaints came from one commune in Kandal and from 20 subdistricts in Phnom Penh.

“According to the NEC report based on their own survey, the number of names in the 21 complaints is only 47,419, out of which 2.371 names have already been deleted from Form 1025 by the commune and subdistrict councils (but the names were still kept on the voters’ lists), and the NEC decided to delete 26,180 names from Form 1025 (but the names were still maintained on the voters’ lists), and 18,868 names were still kept in Form 1025 (names prepared to be deleted from the voters’ lists).

Mr. Tep Nitha, the secretary-general of the NEC, continued that for the 2008 election, approximately $17 million is planned to be spent. This increase is due to the extension of time for voter registration, changing of some equipment, increase of means of instruction to the citizens about the elections, increase of the number of staff members at polling offices, and increased number of days [unclear for what]. The number of polling offices increases up to 15,000 countrywide.

“Mr. Tep Nitha went on to say that the expenses for the 2008 election increase, because of the increase of the number of staff members at the polling offices up to six persons [per office]; thus, the expenses for the 2007 commune and subdistrict elections were smaller. He continued that the number of citizens, whose names are on the voters’ lists for 2008, is approximately 8 million, with an average expense of $2 for each. NEC officials affirmed, ‘The government plans to spend approximately $10 million of the needed amount, and for the rest of approximately nearly $7 million, it will call for aid from donors.’

“Funcinpec representatives asked if something goes wrong with the deletion of voters’ names or a voter registration is wrong, how will the commune and subdistrict NEC officials be punished? The NEC answered that there are no serious mistakes which lead to punishment, because the officials had worked hard. Regarding the Sam Rainsy Party, which had raised the problem of registering illegal Vietnamese nationals, the NEC officials affirmed that the NEC did not give nationality to them, only those who have legal documents can be registered.” Koh Santepheap, Vol.40, #6207, 1-2.12.2007
