Thursday, 6.9.2007: Sam Rainsy Party Will Elect New Leadership on Saturday

MR. ENG CHHAY LIKELY TO TAKE POSITION OF SECRETARY-GENERAL
KONG KORM IS STILL A CANDIDATE FOR THE POSITION OF VICE-PRESIDENT

“Phnom Penh: The secretary-general of the Sam Rainsy Party [SRP] said on Wednesday evening 5 September that this opposition party will hold its congress on 8 and 9 September to reorganize its leadership toward the competition in the 2008 election.

“Ms. Mu Sochua, Secretary-General of the SRP told Rasmei Kampuchea on 5 September that the congress will have 5,000 participants who are all elected from and from the commune level. She added that the congress will elect a new president at 5 o’clock on the evening of 8 September.

“Mr. Sam Rainsy is known to be the only candidate for the position of president of the SRP, and it is expected that he will be supported by the congress to continue the mission of leading the opposition party.

“Ms. Mu Sochua also said that the congress, which will be held at the Sam Rainsy Party headquarters, will also be asked for a vote of confidence for 100 members of the Steering Committee, for which the new president has right to propose 25% of its members. After that, the Sam Rainsy Party Steering Committee members will elect the party vice-president, the secretary-general, the treasurer, and a Standing Committee, according to a proposal of the party president.

“The Standing Committee of the SRP will have 15 members. However, the congress of this party will increase the membership.

“Another SRP official said that Mr. Kong Korm will still be the only candidate for the position of SRP vice-president. The same source said that Mr. Eng Chhay Ieng, the former secretary-general, who used to have a close relation with Mr. Sam Rainsy, will be proposed to stand as a candidate for the position of secretary-general of the party, who in turn has the right to select six deputy secretary-generals.

“Mr. Eng Chhay Ieng used to hold the position of secretary-general of the SRP, and when he was replaced by Ms. Mu Sochua, he told Rasmei Kampuchea on the evening of 5 September that up to that day he didn’t know about the issue. However, he added, ‘If the party needs me to perform any mission, I will accept it.’ He said that he will not refuse if the party, especially the president, needs him in any way.

“As for Ms. Mu Sochua, she refused to make any comment, whether she will stand as a candidate for the position of secretary-general, competing against Mr. Eng Chhay Ieng.

“Ms. Mu Sochua considered the fourth congress to be an especially important event, because the party has conducted reforms and the delegates who will attend [the congress] have all been selected by vote at the village level. She said that they are the representatives of the SRP throughout the country for the local level.

“According to Ms. Mu Sochua, the SRP congress will also amend the statute and the regulations to be corresponding to the political situation of Cambodia. In the congress, the party president will also announce the political platform for the 2008 Election, which is planned to be held on 27 July.

“Ms. Mu Sochua said that the goal of the congress is to strengthen and to increase the patriotic forces at the local level, in order to make the SRP become a symbol of democracy.” Rasmei Kampuchea, Vol.15, #4382, 6.9.2007
