Monday, 26.2.2007: ADHOC Shows That The Dropout Rate Of Children In A Number Of Rural Areas Is Still At A High Level

“Phnom Penh: According to officials of ADHOC [Cambodian Human Rights and Development Association], the dropout rate of children in a number of rural areas is still at a high level, especially in grades 6 and 9, because at these grades they have to change their local schools to other places which are far away from home,

“According to documents on the 2006 situation of human rights prepared by ADHOC, the royal government of Cambodia paid attention to establish a number of principles aimed to enhance primary education, for instance by providing subsidies to teachers who give private lessons to pupils three times per month every Thursday. According to ADHOC, even with such policies, many children still have difficulties in getting access to education, because the support and subsidy cannot meet the needs of teachers and students everywhere across Cambodia.

“As for the quality of education, ADHOC discovered, according to the same documents, that the repetition rate of pupils both in rural areas and in Phnom Penh had declined, but the level of pupils’ knowledge for each grade cannot yet sufficiently respond to pedagogical standards. Teachers in some schools tried to promote a number of weak pupils to the next grade, because they wanted to receive high praise from school directors. Moreover, there may also be cases that teachers take bribes from weak pupils [who want to be promoted to the next grade]. Meanwhile, some classes at high schools in Phnom Penh have up to 90 pupils per class – a number beyond any standards of teaching – making it difficult that pupils receive adequate explanations of the lessons offered by their teachers.
